I make missing value Transform function for one project. But then, When I need to use it for another project, I find out that the Transform function Is only saved to be used for the first project. Are you able to make it universal? So if I make a transform function, I can use it in any project.

yeah, we have thought about having a little 'library' where you can save transforms. we're definitely thinking about it.

if the two data files have the same structure, templates might be a better solution:
