Jamovi 2.3.16.0 Opens as Black Screen

This also happens with all the older versions I have installed as well. I have attached a screen shot of the black screen but it is just as you might expect.
If I logon as local administrator the program will open, but if I logon as a standard user it is black screen. This being said, I gave all users modify permissions to the Jamovi folder but unfortunately that didnt work. Any suggestions would be awesome thanks!
